And he has a point, but I suspect that this was an honest mistake.
You know, one of those dresses that changes opacity under flashes?
Just my guess, and thank God she had a good bra so it’s hardly a scandal. And I mean, she’s still a lot more covered up then she would be just wearing a bikini.

She won’t pull a Miley because she’s less famous and isn’t pretending to be something she isn’t. Sierra seems like one of the smarter and better adjusted Disney stars. She’s awesome!

of course, she’s still too young to comment about anything else (except maybe her lack of posing skills), but a cute, pretty face like hers should at least be appreciated for what it is, if nothing else.
also, I think she knew it was a sheer top, but as was mentioned, she’s wearing something modest underneath and I think we all know what a bra looks like to the point where we’re not excited about seeing one.
I don’t think the flash was turned up too high, it’s just a sheer material meant to be worn on a hot day but still look nice.

If the top part changed under the flash, how come the bottom didn’t?
I think they knew it would be a bit see thru under flash, that’s why a very sturdy, thick bra was worn under neath, might even be a bikini top, this girl is very talented, loved her crazy connie bit on jessie, hope they finally bleach her teeth though, a bit yellow on the show
