Debby would come way before Tiff IMO. Tiff is too classy to be seen and wear that kind of outfit. Not to say she doesn’t wear swimsuits but not anything revealing like others on here.
debby had a bikini top on the 1st ep of slod when she first was introducted as bailey but never has wore one on it.
i think disney is too conservitive on showing girls in bikinis.
nick shows girls wearing bikinis and showing belly buttons alot look at miranda cosgrove on icarly.

I don’t think we’ll see Tiff in a bikini anytime soon just because if she’s managed to avoid being seen in one so far, that’s probably not gonna change.
Debby’s not famous enough for paparazzi to follow her to the beach, but give it some time and she will be. 🙂
Perhaps Tiff is more classy than Selena but being older she does have more experience and that adds in to consideration.
I will say this, Tiffany is smart. That was very clear from speaking with her and watching her Radio Disney interview. And she’s certainly well aware of her image and what is and is not appropriate for her to be seen doing and/or wearing. I doubt she’ll ever need a publicist to spin things for her.

I know what you mean about Tiff not showing though. She isn’t any more classier than Selena, its just that Selena is young and I think she is very happy-go-lucky and doesn’t care really. Where as Tiff is a very conservative dresser in general. Maybe it speaks more about their style than character. Tiff might might be self conscious, not that she should be… she’s beautiful.
That girl Olesya Rulin is amazing in her bikini pictures. Very fit. I would also love to see more of Demi. :o)
