I know I’m gonna regret saying this (just like I did with Selena) but I’m like totally in shock here!
I guess it’s just a really good push up bra, but still, WOW. 
I like the rest of the dress too. She looks very good.
I saw one comment while I was hunting around for larger versions of these pics that said she looked older. Like mid 20s. And I agree, she definitely doesn’t look like a kid anymore!

Yes they have been pushed up to make her appear more mature, probably her ‘handler’s’ suggestion. Her necklace is flashy much like another one she wore for another award show but it’s fine. And that blue dress thing looks different especially the bottom where it’s torn look does not register with me as to why and what is appealing bout that shredded design. I know I have seen others wear this type of look but I can’t really see the upside.
She does appear to look older than 17 so her image coming off as someone to be taken seriously has been achieved, effectively too.
